Almost always, the answers to both are YES. Road noise or traffic noise reduces the value of your home. Even if the sound does not bother you it may bother a large segment of the buyer pool when you resell the house.
As a Louisville Realtor with 19 years experience, I have listed and sold many homes that backed up to I-264 exit ramps, highways such as I-264 Watterson, I-71, I-64 and I-265 Gene Snyder. Those houses take longer to sell and and sell for less. Sometimes the sound isn't even noticeable, especially if you're inside with the doors and windows shut. But just the perception of possible traffic noise will scare off many buyers.
When buying a home here in Louisville, always be aware of proximity to high noise level surroundings. A good Realtor will check maps and and satellite views. Maybe just beyond the treeline there is a railroad track or a highway that you didn't notice because you viewed the home at a low noise level time of the day.
